Press Release on the National Workshop "Bir Duino Kyrgyzstan" on "Localization of Early Warning System on Emergency Situations

The National Workshop on “Localization of Early Warning System for Disaster Situations and Anticipatory Actions in the Kyrgyz Republic with CSOs”, organized by Bir Duino Kyrgyzstan in partnership with the international network GNDR (Global Network of Civil Society Organizations for Disaster Reduction), Ombudsman Institute, government agencies, business community, international organizations and CSO representatives, will be held from 21 to 23 May 2025.
The upcoming National Workshop will be a unique dialogue platform between the authorities and CSOs and an important step in strengthening multi-stakeholder partnership, promoting an inclusive approach to localizing disaster risk early warning and disaster risk reduction and building resilient communities in the Kyrgyz Republic.
The key objective of the workshop is to promote dialogue between GNDR members, civil society organizations (CSOs) and government representatives to jointly develop and localize strategies for proactive actions aimed at disaster risk reduction, improve coordination at all levels, promote human rights and environmental standards from local to global in the context of growing climate and social challenges.
As part of the workshop, participants plan to discuss the most important results of the international research Views from the Frontline (VFL), implemented by public organizations “Bir Duino Kyrgyzstan”, “Our Century” and “Ensan Diamond” in partnership with GNDR in risk and disaster zones in Osh, Issyk-Kul and Jalal-Abad oblasts of the Kyrgyz Republic in 2017-2019 and became a starting point for discussion of the current situation in risk and disaster zones.
An important part of the program will be a SWOT analysis of the Unified System of Monitoring and Forecasting of Emergency Situations of the Ministry of Emergency Situations of the Kyrgyz Republic with the participation of experts and CSO representatives, where participants will identify key barriers to collaboration and propose concrete steps to improve and expand localization at the national level.
The Ombudsman Institute, representatives of the Presidential Administration, Ministry of Emergency Situations, Ministry of Natural Resources, Ministry of Labor and Social Development, as well as international organizations - UN OHCHR, UNDP, EU - are invited to participate. Special attention will be paid to thematic sessions organized by Bir Duino Kyrgyzstan, including the block “Ecological Democracy”, where experts Bermet Borubaeva and Timur Arykov will present an analysis of the environmental situation and discuss the state of civil space in the country. Group work is also planned, during which the participants will develop a joint Action Plan to move forward on the principle from local to global.
