On the new Mandate and the high responsibility of the Kyrgyz Republic at the national, regional, and global levels from 2026-2028
Bir Duino Kyrgyzstan welcomes the election of the Kyrgyz Republic to the UN Security Council as a non-permanent member and calls on the authorities of the Kyrgyz Republic and Central Asia to develop an inclusive partnership with Security Council members based on the "from local to global" principle, which will contribute to reducing systemic gaps in decision-making and strengthening the MANDATE at all levels from 2026 to 2028.
Emphasizing the words of the Minister of Foreign Affairs of the Kyrgyz Republic Jeenbek Kulubayev that the election of Kyrgyzstan to the UN Security Council is an expression of confidence in the country’s ability to contribute to peace, sustainable development and international cooperation, “Bir Duino believes it is necessary to ensure that the voices of local communities, environmental rights activists and civil society organizations become an integral part of global decision-making processes from the local to the global, especially in the face of growing climate, economic and humanitarian crises.
UN Secretary-General Antonio Guterres has repeatedly stated that there is a global deficit in decision-making in the UN Security Council, which is paralyzing international institutions. According to his assessments, the world is faced with a dangerous geopolitical fault, and the global governance architecture is outdated and does not meet modern challenges:
Paralysis of the Security Council: Due to deep divisions among the permanent members of the UN Security Council, the organization is incapable of preventing and resolving large-scale conflicts.
Crisis of trust: There is a huge gap between the geopolitical interests of the countries of the Global North and the Global South, as well as between state elites and ordinary citizens.
Financial inequality: The system of international financial institutions (created in 1945) does not reflect modern realities and ignores the needs of developing countries, depriving them of a voice.
To overcome them, Mr. Antonio Guterres proposed: large-scale reforms, such as the UN-80 initiative, aimed at modernization, eliminating bureaucratic barriers and strengthening the efficiency of global governance.
In the context of climate, humanitarian and socio-economic crises, systemic impunity in Central Asian countries remains one of the main barriers to sustainable development, effective risk prevention and strengthening trust between the state and society. Where there is a lack of accountability for human rights violations, corruption, environmental damage and abuse of power, the ability of states and communities to confront crises and achieve a sustainable future within the framework of the UN SDGs is significantly reduced.
Of particular importance today is the development of inclusive early warning systems based on the active participation of local communities, human rights defenders, women leaders, youth, people with disabilities, environmental activists and independent experts. It was this approach that was particularly noted at the end of the First European Forum of Environmental Human Rights Defenders, held in Strasbourg on June 3–4, 2026. The UN Special Rapporteur on the situation of human rights defenders, Michelle Forst, together with key Council of Europe decision-makers, stressed the need to recognize environmental human rights defenders and local communities as key players in early warning systems and prevention of crises related to climate change, environmental degradation and human rights violations.
Prospects and expectations for Kyrgyzstan (2027–2028)
Historical status: The election of Kyrgyzstan is the first such experience for the republic, the Central Asian region as a whole, giving a breakthrough not only to the Kyrgyz Republic, but also to the Central Asian region as a whole.
Promotion of the regional agenda: In the context of the complex geopolitical situation in Eurasia, it is expected that the country will be able to convey to the world community the specifics of security in Central Asia, including innovative initiatives for peacebuilding and conflict resolution through peaceful instruments, as cross-border, cross-country solutions for sustainable development, security and peace.
Nature and resource conservation: it is expected that special attention will be paid to water diplomacy, rational use of resources, environmental safety,
climate change and sustainable development of mountain regions, this will be facilitated by joint plans to implement the UN resolution “Business and Human Rights”.
Preventive diplomacy: The state plans to use the mandate to strengthen mechanisms for the peaceful resolution of disputes, dialogue and reduce tensions between countries, including the situation with migrants in Russia and new challenges
For small countries and states of Central Asia, this mandate is a chance to loudly declare themselves and participate with new strategically important initiatives in the formation of a new architecture of global security, peace and sustainable development.
Bir Duino especially emphasizes the importance of implementing the principle “from local to global.” It is local communities that are often the first to identify emerging risks and the first to respond to crisis situations. Their knowledge, experience and practical solutions must be integrated into national policies and international discussions. Strengthening mechanisms that link local realities to global decision-making processes will contribute to more inclusive, effective and sustainable approaches to peacebuilding and development.
“Bir Duino” confirms the readiness of active civil organizations and the expert community of Central Asian countries to promote the development of inclusive, innovative initiatives for strategically important dialogue platforms between local communities, minorities, women, youth, government agencies and development partners to ensure that the voices of citizens of Kyrgyzstan are taken into account in the formation of both national and international agendas, including the UN, OSCE, European Union to promote security, peace and sustainable development based on the OSCE Guidelines Helsinki+50.
Recommendations:
Create an inclusive Consultative Platform under the Ministry of Foreign Affairs of the Kyrgyz Republic on the participation of Kyrgyzstan in the UN Security Council with the participation of representatives of civil society, the academic community, youth, women leaders, environmental human rights activists and local community leaders.
Develop under the Jogorku Kenesh of the Kyrgyz Republic and implement a strategically important national mechanism for early warning of risks, conflicts and disasters, ensuring the participation of local communities, environmental human rights activists and independent experts in identifying climate, environmental, social and humanitarian risks under the Jogorku Kenesh of the Kyrgyz Republic together with the institution of the Ombudsman of the Kyrgyz Republic, strengthening the influence of parliamentary control on the format of good governance
Promote joint issues of climate security, protection of mountain ecosystems, water diplomacy and risk and disaster reduction at the UN Security Council, reflecting the interests of Kyrgyzstan, the Central Asian region and mountainous countries
Ensure regular public consultations and public reporting on the activities of Kyrgyzstan in the UN Security Council, including holding annual national forums with the participation of government agencies, civil society and international partners.
Develop a new national action plan for the protection of human rights and environmental human rights defenders, including measures to prevent harassment, ensure access to information, participation in decision-making and protection from reprisals, in accordance with international values and UN standards.
