Global-scale case: Kyrgyzstan marks the 4th anniversary of the death of human rights defender Azimzhan Askarov

Azimzhan Askarov studied to be an artist, became a fulfilled human rights activist, and will always be a prisoner of conscience in the memory of the world community. An active fighter for justice, he personally experienced all kinds of human rights violations: arbitrary arrest, sophisticated torture and prolonged ill-treatment, denial of access to fair justice, violation of Nelson Mandela Rules for the treatment of prisoners. In solitary confinement, painting while he still had the strength, he was waiting for an acquittal and rehabilitation till his last breath. His pillar of strength, his loyal companion, his wife Khadicha Askarova cherishes her memories and hopes for justice. She remembers the last phone conversation with her husband: "On 22 July, we talked on the phone, he had difficulty breathing. I was crying."
On 25 July, at the request of Khadicha, journalist and human rights activist Abdumomun Mamaraimov brought some groceries to colony No. 19, and learned about the death of Azimzhan Askarov. "He had always been a man of action, devoted to the ideas of law and justice. He did not spare himself, risked his health and life for the cause, continued to fight, even in prison," Mamaraimov later wrote for Azattyk.
Khadicha Askarova appeals to the authorities again and again for the acquittal of the human rights defender, rehabilitation and payment of decent compensation to his family. The Public Association "Bir Duino Kyrgyzstan" continues working to restore Askarov's violated rights at the national and international levels, reminds the state about the need to comply with the Views of the UN Human Rights Committee.
For Kyrgyzstan, the case of Askarov "remains a dark spot," Deputy Chairman of the Cabinet of Ministers of the KR Edil Baisalov said in an interview with an RFI journalist during the celebration of the 75th anniversary of the adoption of the Universal Declaration of Human Rights in December 2023. Asked by RFI's Gelya Pevzner whether the process of restoring justice to Azimzhan Askarov and his family was underway, Baisalov recalled that he had repeatedly commented on the inconsistency between the facts of the case and the charges.
"Of course, the case of Azimzhan Askarov remains a sore point for Kyrgyzstan. I am in contact with human rights organizations and representatives of Askarov's family. I have repeatedly stated that the background of Askarov's case does not correspond to the accusation that he was in any way involved in any murders. It is simply impossible to believe this, and there is not a single fact in his case that would indicate this. He is a victim of those bloody events. It's a great misfortune, he paid the ultimate price and we didn't manage to save him. However, I am sure that over time, historians and investigators will restore justice and the true picture of the circumstances of his accusation. I personally, of course, do not want this to remain a dark spot on the reputation of our state," Baisalov replied.
Defenders of the rights of citizens should not be persecuted and harassed for their professional activities. During his recent mission to Kyrgyzstan, UN Secretary-General Antonio Guterres noted that, as a member of the UN Human Rights Council, our country has a great responsibility for fulfilling its international obligations.
The international community expects results from the current Government in the fight against impunity. In January 2025, as part of the 4th cycle, Kyrgyzstan will present the Universal Periodic Review (UPR) of the observance of citizens' rights and the implementation of previously received recommendations, including in the case of Azimzhan Askarov.
In the fight against systemic impunity, it is necessary to strengthen the activity of national human rights institutions: the Office of the Ombudsman and the National Center for the Prevention of Torture and Ill-Treatment. Joining efforts is the basis for creating and promoting a favorable environment for the safety of our citizens.
