FIDH DELEGATION DENIED ENTRY TO KYRGYZSTAN: VIOLATION OF THE RIGHT TO FREEDOM OF MOVEMENT AND FREEDOM OF EXPRESSION
On the morning of December 12, 2025, a delegation from the International Federation for Human Rights (FIDH)[1] arrived at Manas International Airport in Bishkek. The delegation included Ilya Nuzov, Director of the Eastern Europe and Central Asia Division, Raphaël Lopoukhine, Head of the Press Service, and their colleague.
However, border guards did not allow the FIDH mission members to enter Kyrgyzstan. This happened ten days after the Russian Federation included the FIDH in its register of so-called “undesirable” organizations. Border guards confiscated their passports without providing any reasoned explanation for the refusal. The experts were then deported from the country. The lack of official written notification stating the legal grounds for deportation is a violation of procedural rights and the principle of due process, which does not allow for the decision to be appealed.
FIDH representatives were supposed to take part in the 19th International Human Rights Documentary Film Festival “Bir Duiño Kyrgyzstan,” which is being held from December 12 to 16 in Bishkek, as well as in the work of the Laboratories on the alarming situation with human rights and freedoms in the Kyrgyz Republic[2].
The refusal to allow human rights defenders from international organizations to enter the country is a gross violation of their rights to freedom of movement, freedom of expression, and freedom of association.
The organizing committee of the Bir Duiño Kyrgyzstan festival expresses its concern about the current situation. The organizers emphasize that the refusal to admit international experts is a serious obstacle to open dialogue on human rights, undermines the principles of openness, transparency, and cultural exchange, and can be seen as a form of pressure on civil society.
The festival's organizing committee and FIDH call on the authorities of the Kyrgyz Republic to immediately provide an official justification for the reasons for the refusal of entry and deportation, as well as to ensure compliance with the country's international human rights obligations.
